Lecturer Empowerment Management Improving the Quality of Learning in Private Islamic Religious Universities

Abstract

The learning process is the core business of educational services povided by Private Islamic Religious Universities to students. This is a challenge in itself for institutions to organize a quality learning process. Lecturers, as one of the determinant factors that are directly related to the quality of learning, need to be managed appropriately in an effort to empower them in terms of their qualifications and competencies. This research examines in depth the management of lecturer empowerment in improving the quality of learning at STAI Bhakti Persada Majalaya Bandung and STAI Nurul Hidayah Malingping  Banten. This research seeks to observe how PTKIS manages lecturer empowerment using the PPEPP cycle approach which integrates the main components of the learning process such as students , lecturers, curriculum, learning facilities and financing by reviewing the Determination (P), Implementation (P), Evaluation (E), Control (P) and Improvement (P) cycles so as to form an integrated system that is effective in implementing a quality learning process. The method used is a qualitative method with a case study approach, as well as determining leadership elements, quality control units, lecturers and student elements as research participants. Data collection was carried out using document review instruments, interviews, observations and questionnaires. This research data was checked for correctness and reliability through a triangulation process. The theoretical basis used is lecturer empowerment from Syarafat Khan through the PPEPP cycle which is based on SN Dikti regulations and quality theory from Tampubolon. This research resulted in the finding that STAI Bhakti Persada Majalaya Bandung and STAI Nurul Hidayah Banten have prioritized policies on developing lecturer capacity in a programmatic and systematic manner, but still encounter obstacles in terms of governance of learning facilities, curriculum development and budget management according to quality standards. has been stipulated in the quality policy, manual and quality procedures. Based on the results of the research carried out, it was concluded that the management of lecturer empowerment in improving the quality of learning carried out at STAI Bhakti Persada Majalaya Bandung was perceived to be in the good category and STAI Nurul Hidayah Banten could be perceived as being in the fair category. However, overall they still faced obstacles in being able to carry out an efficient learning process quality in accordance with established quality standards in terms of curriculum development, learning facilities and financing. The researcher recommends that STAI Bhakti Persada Majalaya Bandung and STAI Nurul Hidayah Banten need to prioritize their quality policy in developing infrastructure to support the learning process, which currently does not meet quality standards and learning facilities that have been stipulated in national higher education standards (SN-Dikti), so as to support the acceleration of improving the quality of learning organized by PTKIS. Improving partnership patterns in efforts to seek funds through CSR to empower human resources, learning infrastructure and training funding so that they are able to achieve learning objectives in accordance with established quality standards effectively.
