To what Extent have Engineers Working on Government Projects in Salah Al-Din Governorate Assimilated terms of FIDIC Red Book

Abstract

     FIDIC contracts are considered among the widely approved contracts globally. FIDIC is applied in several Arab countries, including Palestine and Jordan. Recently, it was approved in Iraq within the standard regulations circulated by the Ministry of Planning in 2017 and constitutes two items from them. This research aims to identify how engineers working on government projects have assimilated the terms of the FIDIC Red Book. However, they have any knowledge of FIDIC contracts, although it was circulated to all ministries in 2017 within the standard regulations. Even though most donor institutions and international organizations use FIDIC conditions in implementing their projects in Salah El-Din Governorate in light of FIDIC contracts, most engineers working in the government sector do not know the type of contract. The conditions used in the implementation by the respondents showed that most of them agreed that the requirements of Iraqi contracting need to be developed and added to make the implementation of projects more flexible and the possibility of applying it to all types of government and investment projects and making it suitable for foreign companies to be attracted to work inside Iraq.
