The Impact of Carbon Emission Trading Pilot on the Transformation and Upgrading of Industrial Structure

Abstract

There are differences between Porter's hypothesis and barrier effect on whether carbon emissions trading can upgrade the industrial structure. It is unclear whether the pilot project of carbon emissions trading in China is conducive to industrial restructuring and upgrading. This paper empirically studies the impact of the national carbon emission trading pilot policies on the industrial structure transformation and upgrading by using the Difference-in-Difference Method, and conducts a robustness test. The results show that the pilot carbon emissions trading has a significant role in promoting the industrial structure upgrading of the pilot cities, but it has not effectively promoted the rationalization of industrial structure. Technological innovation, urbanization and financial deepening can effectively promote the transformation and upgrading of industrial structure. Consumption level and human capital factors restrict the transformation and upgrading of industrial structure. Finally, the relevant countermeasures and suggestions are given.
