Calculation and Evaluation of Green Development Efficiency on the Resource-based Cities

Abstract

The development of resource-based cities has entered a bottleneck period, and some even have serious problems such as depleted mines and declining cities, and difficulty in continuing urban development. The resource-based cities have begun green development practices, but the efficiency of green development needs to be improved. Taking Heilongjiang Province as an example, according to the provincial situation of Heilongjiang Province, the green development efficiency of resource-based cities in Heilongjiang Province in 2008-2017 was measured with the help of the SBM model and the Super-SBM model, the green development efficiency evolution trend is evaluated from the perspective of time and space. And features, and calculate the input and output redundancy of each resource-based city. The results demonstrate that the green development efficiency of resource-based cities is closely related to the economic growth pattern and environmental protection status. It is found that the economic growth model of resource-based cities of Heilongjiang Province has defects, serious environmental pollution problems, and outstanding uneven development problems, and finally it is targeted Put forward relevant suggestions for improvement. The research in this article has certain practical significance. The research results will provide decision-making reference for resource-based cities to improve resource utilization efficiency and strengthen environmental protection.
