Abstract

Green Technical reformation is an important drive to facilitate China's financial promotion in a
high-quality way. The development of environmental technology creation can not be separated
from the support and guidance of State Model Region For Reformation. In recent years, many
provinces have set up State Model Region For Reformation. Whether this measure can promote
green technical reformation in Chinese cities is unknown. The DID method is utilized to analyze
the impact of the quasi-natural experiment of the completion of State Model Region For
Reformation on urban conventional technology creation and environmental technical
reformation, and the single difference method and counter-factual method are selected for
robustness test. The results show that at the state level, the completion of State Model Region
For Reformations showed a meaningful positive position in inspiring urban conventional
technical reformation and green technical reformation, and showed a long-term effect. The
impact on the long-term mechanism of urban green technical reformation has higher level than
that of conventional technical reformation. Regionally, there is great regional heterogeneity in
the impact of tactic on urban reformation in the West and middle east, which has great impact
on both conventional and green technical reformation in eastern cities, promotes conventional
technical reformation in central cities, but shows hardly none influence on environmental
innovation, and has great affect on conventional technical reformation and green technology in
western cities. The effect of innovation is not obvious. On the one hand, this discovery provides
an important institutional based on promoting progress of urban environmental technical
reformation in China. On the other hand, this discovery has important reference significance for
promoting urban environmental technical reformation in China.
