Abstract

In the future development of a country, it is necessary to increase the human potential of the country to increase the competitiveness of that country. Therefore, it is imperative to accelerate the development of manpower in order to meet the individual abilities and needs of the organization and the strength of the responsible departments. However, human resources, which are equally important, are necessary to develop manpower of all dimensions so that the country can overcome adversity. Therefore, this research has the following objectives: (1) To survey the need for the potential development of personnel in the local administrative organization, Chaiyaphum Province. (2) to analyze the factors influencing the need for the potential development of personnel in the local administrative organization, Chaiyaphum Province. (3) To study the guidelines for the need for the potential development of personnel in the local administrative organization, Chaiyaphum Province. The sample who answered the questionnaire was 394 personnel in the local government office in Chaiyaphum Province. The target group was in-depth interviews of 15 people. Data were analyzed by descriptive statistics, multiple regression analysis, and content analysis.

  1. The need for the potential development of personnel in the Chaiyaphum Provincial Administrative Organization in all aspects as a whole was found to be at a moderate level. Considered in descending order as follows: ethics, vision, morals, respectively
  2. Factors influencing the need for the potential development of personnel in Chaiyaphum Provincial Administrative Organization in all aspects were executive support, motivation, participation, which had predictive coefficients in raw scores (b) is equal to 0.348,0.302 and -0.060 respectively. As for the factor variables influencing the need for the potential development of personnel in the local administrative organization, Chaiyaphum Province. with no statistical significance at the 0.05 level were opportunities for advancement, environment. However, all variables together predict factors influencing the need for the potential development of personnel in Chaiyaphum Provincial Administrative Organizations were 98.9%, the predictability was ±.01772 (F = 4589.574; p-value =0.01)

Guidelines for the development of personnel's potential in Chaiyaphum Province found that (1) Vision: Personnel should be developed to have a vision in the organization, building human relations in the organization with personnel always advising on how to work. The duty of assisting colleagues in solving problems following the intentions and visions of the local authorities in each location regularly. (2) Virtue: should develop and promote morality for personnel in the local authorities seriously by being able to practice concrete, including the right values, the right beliefs, the right way of life, and pride in the practice. duties of personnel in local authorities effectively. (3) Code of Conduct: Personnel should be developed to have a concrete code of conduct in the performance of their duties and create awareness in the effective implementation of the Code of Conduct in the organization.
