Factors Influencing The Development Of Human Resource Potential Of The Ministry Of Education Of Thailand

Abstract

For the development of a country, human resources must be developed first and foremost because humans can be regarded as an important force in the development of systems that will traverse change in all dimensions following planning processes and procedures which uses educational principles to play a management role in developing personnel's potential effectively, achieving the goals set and ready for appropriate changes in the body. This is to fully meet the needs and how to adapt to meet expectations effectively. Therefore, this research is rational (1) to study human resource potential development, Ministry of Education, Thailand. (2) To study the factors influencing the development of human resource potential, Ministry of Education, and (3) to study guidelines for human resource potential development of the Ministry of Education of Thailand. The research used a mixed research method with a sample of 390 people, and 10 interviews. Quantitative data were analyzed using descriptive statistics and multiple regression analysis. Data from in-depth interviews using content analysis methods. The results showed that:

1.The development of the human resource potential of the Ministry of Education in all aspects was found to be at a moderate level. Considered in descending order as follows: moderate competitiveness, moderate equality opportunity, and moderate quality of life, respectively.

  1. Factors influencing the development of human resource potential of the Ministry of Education as a whole were statistically significant at the 0.05 level, namely, management process, demand situation, evaluation, work potential had predictive coefficients in raw scores (b) equal to 0.837, 0.543, -0.034, -0.150 and -0.402, respectively. The factor variable influencing the development of human resource potential of the Ministry of Education was statistically insignificant at the 0.05 level was the human resource development method. However, all variables together predicted factors influencing the development of human resource potential of the Ministry of Education 69.1%, with the same expectation was ±.29736 (F = 281.965; p-value =0.01).
  2. The guidelines for human resource potential development, Ministry of Education as follows; (1) Build competitiveness: It is necessary to formulate a policy on human resource potential development on issues that create guidelines for human resource potential development of the Ministry as outlined to modify the human resource potential development behavior of its affiliated agencies, and public relations to support and promote policies in sectors in responsible agencies. (2) Create Opportunities for Equality: It is necessary to implement policies of equal and equitable practice in the development of equal human resource capacity in the organization. Assign a policy on capacity development from the ministry's campaign to create equal opportunities, create opportunities for equal work continuously, effectively. (3) Quality of life: It is necessary to develop the capacity to monitor and evaluate processes, strategies, and standards regarding the quality of life of personnel. Prepare a project to set objectives, goals, activities related to the quality of life of personnel. Assign staff responsible for improving the quality of life and having a rational evaluation in collaboration.
