PPP in City Bus Services: Learnings from Indian Case Cities
Abstract
Public-Private-Partnership (PPP) in delivery of bus services is an increasingly common practice as it provides a more flexible form of privatization given the limited resources of the government. The objective of this review paper is to primary understand the evolving role of PPP in bus services in India. The paper through structural review evaluates the PPPs undertaken in four case cities within India. It examines the PPPs and the various reforms undertaken for the implementation of the same. A structured content analysis helps put forth the reforms and the characteristics to better understand the reasons for successes and failures. PPP in bus services is emphasized in Indian cities owing to the benefits in terms of Cost efficiency, enhanced service delivery and limited use of government resources. However, reforms are envisaged with appropriate addressal of the same to ensure the success of these PPPs.
