University Sports Governance System and Governance Ability Modernization Model Construction

Abstract

Research objective: The university physical education is facing with severe challenges currently. The students’ physical health status has been shown a downward trend for many years, but the physical education and the extracurricular physical training service which provided by the schools have not changed the students’ sub-health status distinctly. How to make changes to the physical education by the universities that can effectively serve students is attempted to explore in this research. Research method: 25 physical education administrators (17 males and 8 females) of 10 universities in mainland China have been surveyed by the research team in 2 months. Methods and patterns to change the university physical education governance system and governance capabilities were found out by the open interviews and surveys. Research results: (1) The curriculum of the university physical education is not popular among students for its monotonous form and outdated contents. (2) The universities do not provide physical education as a public service to the students completely. (3) The Chinese university physical education work is still applying the old management model for many years. (4) The governance structure of physical education in the university is unscientific, which cannot exercise governance function effectively. Research conclusions: (1) The management concept of the university physical education should be changed, and the public service functions should be implemented. (2) The governance and service department of university physical education should be established to improve the coordination effectiveness of relevant departments. (2) The governance system and governance capability model of OSC (Organizational integration, System establishment and Capability improve) of university physical education should be established, and the health management and service policies for university students should be formulated.
