Abstract

Studies and research differed at which regional levels are suitable for development in Egypt due to the differences and gaps in development and their concentration in major urban centers, and despite the existence of development plans prepared by the General Authority for Urban Planning at the national level and the planning regions and preparing strategic plans for some Egyptian governorates and at the level of cities and their regions, which of these levels is appropriate for a real developmental boom that shows its results on the ground, and this study sought to show the problems of development in Egypt and how to reach that the governorate as an administrative unit, including its network agglomerations whether urban or rural, is best suited for regional development, as it constitutes increasingly important units for development policy-making, and plays a role in creating a regional balance and a fair distribution of national wealth and capabilities, and represents the cornerstone for launching development because it possesses the elements and resources that help in its development. This study recommended some recommendations, most notably: the need to work on activating the decentralization of development and adopting the governorate system as regional development units, while giving them a role in activating and implementing development trends and meeting their requirements, which help them support and attract activities and investments in various development sectors.
