Study on the Equity of Health Resource Allocation in Hubei Province -- Based on Grey Correlation Analysis and Theil Index

Abstract

There has been a problem of unfair supply and demand of health resources in China, and there is also a phenomenon of fair supply and unbalanced supply and demand in the allocation of health resources in cities and prefectures of Hubei Province. In order to explore the equity of health resources supply and the relative balance of supply and demand in 17 cities and prefectures of Hubei Province, this paper selects the data of health resources supply and demand in 2014-2019 in 17 cities and prefectures of Hubei Province, and uses grey correlation method and Theil index to study. The results show that the inequality of health resources supply among cities and states in Hubei Province is in a stable or downward trend from 2014 to 2019, in which the inequality of medical institutions has been significantly improved, but it is still the highest level among the indicators; the relative supply and demand of health resources among cities and states is unfair in 2019, and more than half of the cities and states are in short supply. Therefore, in the process of health resource allocation, Hubei Province should take measures to improve the quantity and quality of primary medical services, narrow the gap in the allocation of regional health human resources and constantly improve the construction of regional medical consortium to improve the fairness of medical resource allocation.
