Research on Public Procurement Promoting Sustainable Poverty Reduction: Based on the Coordinated Development

Abstract

Public procurement is a sustainable process which the government selects enterprises to provide high-quality infrastructure and public services. Public procurement is conducive to promoting the equalization of public services and the goal of common prosperity. The government uses public procurement to shape the industrial value chain and respond to social emergency risks. Public Private Partnership is an innovative form of public procurement and an important way to promote sustainable poverty reduction. Regional coordinated development is a key indicator of a country’s sustainable development. Based on the coordinated development theory, this paper analyze whether the public private partnership can promote the sustainable poverty reduction of underdeveloped inland areas. The results show that the public private partnership has a significant impact on the livelihood strategies and livelihood results of poor households, which has a greater impact on the livelihood strategies and livelihood results of low-income households than the deeply poor households. Based on empirical method analysis, the study puts forward several suggestions: The governments should continue to use the public private partnership to promote sustainable development goals effectively; the scholars can improve and enrich the theory of coordinated development in the practice of sustainable poverty reduction; the regulatory authorities can establish a big data monitoring platform; the governments should enhance the coordinated development of different areas in the era of digital economy. In order to effectively respond to the combination and upgrade of digital economy and infrastructure, the governments and the educational institutions should strengthen the training of talents in the development of digital economy.
